Kirt Peterson is a founder and owner of Horizon Development and Management, LLC which specializes in the development of affordable housing in the Inter-Mountain West. Horizon Property Management, LLC was formed to facilitate the management of the portfolio development by Horizon Development and Management. Mr. Peterson has a wide breadth of knowledge in the multifamily industry with special expertise in world of affordable housing.
Horizon is a fully integrated company which acts as the developer, general contractor and property management company for each of its developments. Mr. Peterson has a wide array of experience in the development of real estate ranging from the development of single family subdivisions, multi-family properties, commercial real estate, as well as an expert witness in matters of valuing real estate, easements, and condemnation.
Some of Mr. Peterson’s duties and responsibilities include; relationship management with permanent lenders, investors, state agencies and city officials. He is also responsible for identifying and acquiring property for development. Mr. Peterson is a sitting board member of Rocky Mountain Community Reinvestment Corporation.
Mark Adams is co-owner and founder of Horizon Development and Management, LLC which specializes in the development of affordable housing in the Inter-Mountain West. Horizon Property Management, LLC was formed to facilitate the management of the portfolio development by Horizon Development and Management. Mr. Adams’ experience includes over 24 years in multi-family housing along with 37 years experience in electrical contracting and construction management.
Mr. Adams knowledge of construction management is a great resource for Horizon. Mark has successfully worked with numerous architects, engineers, developers, inspectors, city officials, and bankers during both the construction and leasing phases of development.
Some of Mr. Adams’ duties and responsibilities include: developing raw land into residential lots, working closely with architects and engineers, providing on-site construction supervision, as well as on-going training and support of on-site managers. He works closely with all maintenance employees to guarantee properties are kept in like new condition.
Becky Aaron (CPO, SHCM) is a nationally recognized expert in property management. Ms. Aaron is a Senior Vice President of Horizon Property Management, LLC, the management arm of Horizon Development and Management, LLC. Ms. Aaron has worked in the property management industry for over 29 years and has experience in market rate, HUD Section 8, Section 236, and Section 42 housing. Her expertise in management and leasing have been invaluable to the Horizon team with 560 newly constructed units added to her portfolio in the past 7 years.
Ms. Aaron’s wealth of experience includes managing units in UT, WY, CA, CO, OK, LA, NC, FL and WV. Becky has worked closely with contract administrators, HUD, state compliance agencies and a variety of software providers.
As a senior vice president Ms. Aaron is currently responsible for staffing and overseeing the day to day operations of numerous tax credit properties that include market rate units. Becky works closely with on-site staff providing on-going training in the compliance of the IRS Section 42 Tax Credit program, Fair Housing and property management. She coordinates with maintenance personnel and vendors to ensure all properties and well-maintained and repairs are performed in a timely manner.
Alex Arona is a senior Vice President of Horizon Property Management, LLC, the management arm of Horizon Development and Management, LLC. Thirteen years of broad range experience in both single family and multifamily developments qualify Mr. Arona to meet the challenges associated with market rate and affordable property management.
Mr. Arona brings to Horizon the knowledge gained most recently as an asset management supervisor for Housing Authority of Salt Lake City, and previously as a senior tax credit compliance auditor for UHC. He has worked in unison with tax credit owners, investors, on-site managers and tenants to ensure annual reporting and compliance.
As a senior vice president Mr. Arona works to provide Horizon with updated policies and procedures helping keep managers and staff well informed on industry standards. He is responsible for various tax credit properties as well as the training, managing on-site staff, financials, and on-going compliance with IRS Section 42 and Fair Housing regulations. Regularly reviewing all properties helps Mr. Arona make sure properties are performing sound financially.
